The gameplay premise is simple — build a base with your group, then defend it from everyone else.

Because most of these packs are made by individual creators rather than large teams, version discipline matters. Send the group one exact download rather than a pack name.
Plan for 4 to 6 GB for most groups. The mod lists are usually mid-sized, and the load comes from projectiles, explosions and vehicles rather than from machines ticking in the background.
Explosions are the expensive part. A pack where players use tanks and heavy ordnance rewrites terrain constantly, and chunk rewriting during a big fight is the heaviest thing your server will do. Latency also matters more here than in a building pack, so pick a location near your players.
Every military server eventually has the same argument: is it acceptable to blow open someone's base while they are offline? There is no right answer, but there is a right time to decide — before it happens. Servers that set the rule up front survive their first raid; servers that improvise usually do not.
A default-size Minecraft world is far too large for a PvP pack. Groups spread out, never encounter each other, and the guns become decoration. A world border of a few thousand blocks forces contact and is the single most effective setting on a military server.
